What brand is this? Would like to look up the instructions on how to secure.

Two questions 
1. How does it attach to the car? The bars that have sponge rest against back on the car. Then the straps with the metal hooks on the end secure the entire assembly in place. The bars can be arranged in a bunch of different positions, find the setting that works best for you. Then tighten up the straps to hold it secure 

2. How does it hold the bikes?
Once the assembly is secured in place there are two bars that extend out, like have two outstretched arms. Rest the bikes on them and use the rubber holders to secure the bike frame from moving about.
